Just for troubleshooting you may want to try to switch to another theme and see if it works with your custom permalinks. At this moment I don't have a 2.2.3 test installation, so I will need to make one and test it. Maybe I can do it later - I will post here about the result. When I change to /archives/123 it has no effect on subcategories, only on the first level. You can see it on "Bandporträts" (works) and "Deutschland" (no effect).
